Braintree district: Can we stop the reoffenders?

Government statistics reveal offenders in Braintree, Witham and Halstead have a 20% rate of reoffending.
The figures, from the Ministry of Justice, cover all offences from low level crimes that result in absolute discharges, conditional discharges, fines, to more serious ones that involve probation supervision or imprisonment.
But how do you keep criminals on the straight and narrow?
